Subject: 20126/PoliceManual/#0.07/PromotionPolicy Date: Thu, 4 May 1989 09:49:48 -0500 RESOLUTION NO. 20126 A RESOLUTION TO AMEND THE POLICE MANUAL BY ADOPTING A REVISED MANUAL ORDER NO. 0.07. ___________________________ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE, That there be and is hereby authorized an amendment to the Police Manual by adopting a revised Manual Order No. 0.07 relative to promotion policy, a copy of which is attached hereto and incorporated herein by reference. ADOPTED: February 15, 1994 :cjc 0C Police Manual Manual Order No. 0.07 Promotion Policy I. This manual order establishes a systematic procedure for selection and promotion of personnel to higher ranks within the Department. It is the policy of the Chattanooga Police Department to promote on a basis of qualifications, ability, and performance. Qualifications for in-service promotions shall be based upon merit and fitness to be determined, so far as is practicable, by suitable, job-related, competitive, objective, written, and/or oral knowledge tests; skills examination, where appropriate; interviews; physical fitness or ability examinations, where appropriate; and experience. The personnel director shall work closely with the department heads to prepare relevant examination components and procedures. The personnel director shall keep a record of qualified applicants for the various positions in the classification plan and, except as to exempt service, the personnel director shall certify the names of those determined by testing procedures to be the most qualified of such available applicants to the department head. II. Promotion Testing Administration The Chief of Police and/or his designee will be the administrator responsible for the management of the promotional testing process. The administrator may call upon other members of the Police Department for assistance during the testing process. The administrator will be responsible for coordinating the planning and execution of the promotional testing with Director of City Personnel. The Director of City Personnel and/or members of the City Personnel Department will participate in each phase of the promotional testing. At the completion of the promotional testing process, the Director of City Personnel will provide a certified list of qualified candidates for promotion to the Administrator of Fire and Police and the Chief of Police. The components used in City Personnel certification of the promotional testing process shall include: written test results, oral assessment review results, and employee seniority. III. Eligibility A. All candidates for promotion must be willing to participate in the wellness program. B. Candidates eligible for testing must meet the years of service requirement within one (1) year following the promotional announcement closing date. For example, a patrol officer with two years and six months service is eligible to take the sergeant test, but will not be eligible for promotion until his/her third anniversary date. C. Promotions will be given to the next higher rank only. D. Promotions to the rank above Captain are not subject to the above provisions. IV. Personal Resume A. Each candidate will be required to submit a narrative of his/her activities and accomplishments as a Peace Officer. The candidate is also invited to submit a general resume, including civic activities in the community. B. The resume will not receive a numerical rating but will be available to the Safety Administrator and Chief of Police when making their recommendations for promotion. C. The narrative and resume are to be submitted with the application for promotion. V. Final Selection Final selection of those recommended to be promoted will be made by the Safety Administrator in consultation with the Chief of Police. VI. Affirmative Action Final selection of those promoted shall be consistent with provisions of the City of Chattanooga Affirmative Action Program and the spirit in which it is adopted. 0C VII. Tests Eligibility The results of any testing process will be valid for a period of two (2) years from the date of certification. 02/94
